POLICIES AND PROCEDURES
Meeting Order
To speak at a meeting one raises their hand and waits for the President to acknowledge them. When that person has the floor, they state their name and make their comments loudly enough to be heard by the group. Only one person may speak at a time.
*A motion is made after a report is presented so that a recommendation may be carried out.
To make a motion:
You state, “I move…”
Someone else has to second the motion by stating, “I second the motion”.
(If there is no second, the President restates the motion to make sure everyone understands. If no action, we move on to the next item on the agenda.)
When a motion is seconded, the President restates the motion.
Debate or discussion follows:
- Debate must relate to the topic, refrain from attacking other’s motives, and avoid use of names. There is no whispering, walking around, or disturbing others.
- The person who made the motion gets priority to speak.
- Each person who wishes to speak in the debate may speak for no longer than 10 minutes and not more than twice to the same question on the same day.
- The President is not allowed to debate unless they give their position over to the Vice President.
- Discussion is closed when no one speaks, or if voted on by two-thirds of those present.
- If there is no discussion, then the President restates the motion and poses the question, or calls for the vote.
Vote is made either by voice, by raising hands, or by ballot. If requested, the vote may be made by written ballot.
(The President announces if the aye’s or no’s have it and whether the motion is adopted or lost.)
